Dr. Emmanuela N. Truli is Assistant Professor of Civil Law in the Department of Business Administration of the Athens University for Economics and Business, where she teaches civil, competition and data protection law to undergraduate and post-graduate students. She currently also serves as a Member of the Board of Directors of the Independent Authority for Public Revenue.

Until December 2013 she was Commissioner-Rapporteur of the Hellenic Competition Commission. Previously, and since 2006 when she joined the authority, she had served the Directorate General of Competition as Legal Expert, Head of Division and Deputy Head of Legal Services. Both before and during her term as Member of the Board-Rapporteur of the HCC, she handled numerous cases in major product and services sectors of the economy, including energy (natural gas and oil) and banking. Also, she represented the authority in various EU competition meetings (ECN, ECA) as well as in international organizations (OECD, UNCTAD).

She holds an LL.M. from Columbia Law School, New York, and a Ph.D. from the Ludwig Maximilian University of Munich. She has published her doctoral thesis in Germany and academic papers in Greek, German, UK and US journals. She taught commercial and insurance law at the Universities of Patras and Piraeus and was elected Lecturer of Civil Law at the Athens University of Economics and Business in 2010.

She is an attorney-at-law, admitted to the Athens (since 1998) and New York Bar (since 2004) and has worked in law firms based in Munich and Athens. Her areas of expertise include civil, commercial and EU law, most notably competition, telecommunications, energy and data protection law. She speaks English, German, French and Spanish.
