A. MAIN POSITIONS, EDUCATON, QUALIFICATIONS
AND EXPERIENCE
He is University Vice-Rector for Academic
Affairs and Personnel (2007 - ) and, since 1994, Professor of Economics at the
Department of Economic Science of the Athens University of Economics and
Business (AUEB). Has been Director of the Department’s Programme of
Post-graduate Studies (2000 - 4). He currently directs the Postgraduate
Executive Programme in Applied Economics and Finance (2003 - ). He got his MSc
and his Ph.D in Economics (1984) from the London School of Economics and since
then he is teaching Industrial Organization, Economics of Competition and Regulation
Policy, and Economics of Technological Change and Innovation at under-graduate
and post-graduate level.
He served as a teaching assistant at LSE
during his PhD studies (1978-1981), and then taught at the Universities of
Southampton, Bristol and. Liverpool. He was appointed Associate Professor at
AUEB in 1989. He has been a Visiting Professor of the University of Pittsburgh
(1992-1993) at the Center of Economic Research and Graduate Education, Charles
University (Prague), a Visiting Research Fellow (Spring 1994) at the Center de
Recherche en Economie et Statistique, CREST-ENSAE (Paris), the Director of the
Institute of Economic Policy Studies (Athens, 1993-1995), and the Director of
the Joint Doctorate Programme in Economics of AUEB and the Kapodestrian
University of Athens (2001 -2003).
He has also been:

Commissioner
of the Hellenic Competition Commission (Epitropi Antagonismou, 1995 - 2005),
and member of the group of experts drafting the three major amendments of the
Greek Competition Law in 1995, 2000 and 2010;

Member
of the Council of Economic Advisors (SOE) of the Ministry of the National
Economy of Greece (2002 - 2004);
·
Member
of the Investment Board of the Greek New Economy (VC) Fund (TANEO) (2001 - 3);

Academic Research – Publications /
Citations
His main research interests are in the
areas of Competition Policy, Sectoral (Telecom and Energy) Regulation,
Environmental Regulation and the Economics of Technical Change and Innovation.
He has been the author or co-author of over
60 articles, 24 of which in international refereed journals (including the
European Economic Review, Economic Journal, Journal of Industrial Economics,
Scandinavian Journal of Economics, Journal of Regional Science and Urban
Economics, Comparative Journal of Economics, Journal of Transport Economics and
Policy, Journal of Competition Law and Economics etc). He has also written and
edited a number of books.
Work which he has authored or co-authored
has been cited in over 1500 scientific articles, many of which have appeared in
some of the top international academic journals (American Economic Review,
Review of Economic Studies, Economic Journal, European Economic Review, Journal
of Industrial Economics, International Journal of Industrial Organization,
etc).
Other academic activities
He has been a regular contributor to
conferences and University seminars since 1984 and has organized a number of
conferences for the Athens University of Economics and Business since 1993,
including the Annual European Association for Industrial Economics (EARIE)
conference in 1994 (in Chania, Crete) with over 450 participants.
He has acted as referee repeatedly for many
academic journals and publishers (including Econometrica, Review of Economic
Studies, the Rand Journal, European Economic Review, Economic Journal, Journal
of Industrial Economics, Journal of Regional Science and Urban Economics,
Scandinavian Journal of Economics, International Journal of Industrial
Organization, Journal of Applied Econometrics, Cambridge and Oxford University
Press, etc).
He has also been a regular contributor to
major economic newspapers and magazines (Kathimerini, BHMA, TASEIS, Wall Street
Journal) in Greece and abroad on issues related to Competition and Regulation
and more general Micro-Economic Policy.
Funded Research and Consultancy
He has acted as advisor or consultant to
the European Commission (CEU), the OECD the World Bank, and major corporations
at various times since 1986. He has also served repeatedly as evaluator of
proposals to research programmes funded by the European Commission or Greek
Ministries.
He has coordinated or has been principal
investigator in over 40 research projects funded by the CEU since 1989 mainly
from DG12, DG2 and DG4. He has also coordinated or has been principal
investigator in many research projects funded by Greek Ministries as well as
other Greek organizations.
He has extensive practical experience in
the areas of Competition Policy and Sectoral (Telecom and Energy) Regulation.
He has participated, from 1995 - 2005, as a full member (Commissioner) in the Hellenic
Competition Commission, handling
Competition Law cases on the basis of European Competition Law. During this time he
participated in the examination of over 150 cases involving Mergers, Collusive
Behavior and the exploitation of Dominant Market Position. He has been the author or co-author of the
Commission’s Decision in a number of the most important of the above cases.
He has acted many times as consultant,
advisor, project auditor and trainer on telecom and energy regulation and
competition issues for the Greek National Regulatory Authority for
Telecommunications (EETT), for the Greek Telecommunications Organization (OTE),
for the Regulatory Authority for Energy (RAE) and for the Hellenic Competition
Commission. He has also acted as consultant on competition issues to many of the
major multinational or Greek companies (Hellenic
Petroleum (ELPE), Minoan, VIVARTIA, Heineken/ Athenian Breweries, SIDENOR, BSH,
PMI, PepsicoInt. etc). Between
2004-8 he has acted as consultant to the World Bank in projects appraising the
Competition Policy and Regulatory regime in Southern Balkan countries and
implementing a series of reforms for establishing effective competition and
regulation policies.
